Technology and All-Season Tourism in Focus at the 2024 WTCF Europe Regional Conference

Date: 11/November/2023

The World Cities Tourism Forum (WTCF) Europe Regional Conference, held on November 11–12, brought together leading European and Chinese tourism experts for two days of dialogue on the future of city tourism.

Against the backdrop of rapidly changing travel behaviors and intensifying industry challenges, the conference offered an important platform for exchanging perspectives and exploring solutions for a more resilient tourism landscape.

A highlight of the event was a panel discussion moderated by Prof. Karl Wöber, President of Modul University Vienna, focusing on how technology is empowering all-season operations in high-end tourism. The session convened distinguished leaders from across the global tourism ecosystem:
  • Mr. Patrick Bontinck, CEO, Visit.Brussels
  • Ms. Ada Xu, Director of International Affairs, Fliggy/Alibaba Group
  • Prof. Dr. Wolfgang Georg Arlt, Executive Director, Meaningful Tourism Centre
  • Prof. Dr. Tokumura Shisei, WTCF Expert and Professor, Hangzhou Normal University
  • Mr. Zhang Bo, General Manager, Qinghai Guoxin International Travel Company
Technology as a Driver of Year-Round Tourism
Throughout the discussion, panelists emphasized that technology is no longer an abstract concept in tourism development—it is now a tangible driver reshaping how destinations operate and how travelers plan, experience, and extend their stays.
Big data analytics are being used to forecast visitor flows with increasing accuracy, enabling destinations to better balance demand across seasons. Artificial intelligence supports the creation of personalized itineraries that match individual travelers’ motivations, interests, and time flexibility. Smart infrastructure—from digital guides to automated mobility solutions—is enhancing the appeal of off-season experiences and improving operational efficiency.
Perhaps most significantly, the rise of remote and hybrid work has changed travel behavior altogether. More travelers can now work from abroad, meaning they stay longer, travel during shoulder seasons, and seek more meaningful, high-quality experiences throughout the year. This shift opens new opportunities—but also demands new adaptive strategies from destinations and businesses.

Industry Adaptation Still in Progress
While all panelists agreed that digital empowerment will play a central role in enabling year-round tourism, they noted that meaningful transformation will take time. Both consumers and industry stakeholders must adjust to new tools, systems, and expectations. Successful adoption will depend on investment in technological capacity, staff training, and data-driven decision-making, as well as the ability of destinations to communicate the benefits of these innovations to travelers.

A Shared commitment to the Future of Tourism
The WTCF Europe Regional Conference underscored the importance of global cooperation in addressing tourism’s most pressing challenges. Modul University Vienna remains deeply committed to contributing research, expertise, and leadership to international conversations that shape sustainable and innovative tourism development.
The university extends its sincere appreciation to the organizers and participants of the conference for fostering such a productive exchange, and looks forward to further collaboration on technology’s evolving role in building vibrant, resilient year-round tourism destinations.
